The Senate Appropriations Committee took a strong step toward protecting J1 exchange programs today. An amendment, co-sponsored by Senators Coons, Murkowski, and Leahy, and actively supported by the Alliance, was passed this morning to require a transparent regulatory process before any changes are made to J1 programs
